I am trying to make a formal complaint to PayPal but cannot because of set questions which do not cover a formal complaint procedure, where one can describe a problem, which is not in the set question in their complaints front page. Also they have payed a refund to an Ebay customer but deducted the PayPal's commission so the refund is short so ebay cannot finalise refund. It seems PayPal programers are not users of PayPal or Ebay and don't field test the so called brilliant ideas on updating terms and condition leaving to people like me to find these shortfalls in their thinking . Could someone help me get past intellectual fire walls please ?
