If anyone is following this, I haven't quite given up on a resolution from paypal. After the final upload of the document I described in my last post my claim was denied yet again, so I called again and immidiately asked to be escalated to the highest person possible, and I was transfered to someone who was willing to investigate the case again. They verified that the seller had uploaded contradictory documents that showed the package was delivered to me, but he confirmed that paypal had not actually contacted the USPS to verify which documents (The seller or mine) were forged, he told me he will contact the USPS during busness hours tomorrow to get this all sorted out, I had asked previous reps if they could just contact the USPS themselves, only to have them say they were not authorized to do so, so i think it is important in cases of fraud to make sure you get escalated all the way up the chain. I also think paypal operates both domestic and foreign call centers it may be more likely that the domestic call centers will be able to reach out directly to the USPS.
