I have had the same issue starting on Wed 2-8-2017. Very simple to use but all of sudden got error message in red that UNABLE TO SEND. It just turned 2-14 so going on 6 days. I've been passed back and forth from card company (MC) back to as one customer service rep referred to as "Mother Company" speaking of PayPal saying they could override it and make it transfer. I have spent 4 hours on Wed night on hold and customer service between the 2 entities to no avail. No one will confess the glitch is common or widespread and keep saying my account is fine and in good standings. Meanwhile I'm getting computer generated apologies stating that they value me as a customer and know my time is valuable and suggest self help section for frequent questions and ask for a rating. I don't think it would help matters to give a 0 minus yet that's how I feel. Once I was told I would receive a call (not an email) within 24-48 hrs. That never happened! I am being run in circles and being told "I understand" and inraged I have said "no you don't" and I've asked repeatedly what is being done and finally I suppose to get rid of me one rep said they were working on it. I don't understand why they don't let it be known to those of us who depend on it that their I T department is aware and working on it. Ebay posted just today there was a listing delay and problem being fixed. I'm glad I haven't decided to do any listings tonight and deal with that also. I make a sale and purchase postage no problem, I pay $260 ebay statement no problem, I can purchase an ebay item if I choose but can't have my money transferred where I use it. My choice and very aware that I can link different cards or banks or can even send to a friend in next room and have her turn around and pay a bill for me but she doesn't have a paypal account and at the moment I can't feel secure referring her or suggesting she open an account. I'm getting windy and this doesn't even tell all of it. It has caused issues in my routine. At this point it is time consuming and a hassle to change everything. Any recent issues in this area known. I couldn't be the only one but I also feel I've been patient, yet adamate and irate with them because I've been straight lied to. Not upset because of technical problems, it happens and normally whether it be the cable company or any service of the sort they will say they are aware and have crews working on it and at times around the clock. What gives??? I'm at the mercy of ebay and paypal. When I became an ebay member in 98 or 99 we conducted most transactions with money-orders and never had funds on hold or anything like that. The pending balance is another story. I have had items that I've sold 6 or 8 of with immediate payment and funds readily available and all of the sudden same exact items being paid immediately and in pending even after buyer has received it and sent positive feedback. Frustrated, dis-gruntled and left with no choice unless I just cancel ebay, paypal etc. and open a flea market or something similar. Welcome and appreciate any comment or advice but if you aree commenting I'm sure you already know how simple the process of transferring funds is. I'm not to old to learn but I think I have that task down and there's not much way to miss with 2-3 steps that are a breeze even when in line at checkout in Walmart. I hope my rant is over for now at least.
