Hi, I tried getting an answer from PayPal via the Message Center, but it seems we hit a dead end. I have been trying to make a payment landing on PayPal from the sellers website since Saturday. I've tried several times since then. The payment is originally in GBP. I always choose to be billed in the seller's currency, not my bank's and not with PayPal's exchange rates, because my bank offers a much better exchange rate than PayPal does. I have three cards associated with my PayPal account, all verified and already used for various transactions. The card in question was used a lot, recently with the same seller too, and never had any problems with payments being rejected. This time however this error message appears each time on PayPal's "Pay Now" page: "You cannot use this credit card for this transaction. Please use another funding source." So after 4 days of trying, I finally asked PayPal what was going on. They said it is a security issue, that sometimes payments just get blocked by their system, for no apparent reason, they can't manually intervene, there's nothing they can do to fix it, and there's nothing wrong in my account, I shouldn't be worried. They also said nothing about how long this could take and when could I start using my card again. They suggested me using another card for this transaction. As I initially accepted their explanation, I did try to complete my purchase with another card. And here is where it gets interesting. The other card didn't have the error message. Up until I chose to be billed in the seller's currency, that is! When I chose to discard PayPal's exchange rates, on the Pay Now page the same error message appeared. If I changed it back to PayPal's exchange rates, the message disappeared again. So I tried the same thing with all my three cards. They all did the same thing, including the first card, for which I was told it was blocked for "security reasons". Interestingly enough, if I choose PayPal's conversion, the "security reasons" disappear and I am allowed to make the transaction with it! So my question is: is it legal for PayPal to suddenly force me to use their exchange rates? I never encountered this issue before, I was always able to use all my cards in whatever currency I wanted to. I did turn to PayPal with my concerns, but was very much discarded. I believe I am only recieving BOT messages, with the same unuseful information stating it is a security issue and insisting there's nothing they can do. On the other hand, they also strongly suggest me to call them. (Ignoring the fact that the toll-free number they have in my country is only reachable via landlines and most people don't have a landline anymore...) So I just feel helpless. Can anyone here help?
