Not sure how I missed this and how it's even possible.
PayPal has a 180-day window where a buyer can report an item as not received or submit a claim, but USPS only keeps tracking history for 120 days.
Purchase Protection covers all eligible purchases where PayPal is used, as well as payments made through our website. To take advantage of Purchase Protection, we require, among other things, that PayPal accounts be kept in good standing and ask that a dispute be filed within 180 days of your purchase or payment.
Here is a scenario I'm trying to understand:
Buyer purchases an item on 01/01/18
Item ships with tracking on 01/02/18
USPS.com shows the item was delivered on 01/05/18 (i happened to check)
fast forward a few months
Buyer opens a case on 05/06/18 claiming they never received the item
USPS no longer has the tracking info so there is no proof the item was ever delivered
USPS only maintains tracking history for four months
Buyers payment is refunded
