I bought an item on eBay using Paypal. The item was faulty and the seller accepted the return. On receipt of the faulty item the seller refunded my payment. Paypal has charged me a fee (5%) and deducted it from my refund. Every time I email Paypal I receive an automated response telling me either to phone or to raise a dispute in the resolution centre. When I try to raise a dispute through the resolution centre, I am presented with two options: 1. A problem with the item 2. An unauthorised transaction The system does not permit me to continue with the process on either of these grounds, so I phoned Paypal instead. Every time I phone I get a recorded message warning me of long queues. Since I have a PAYG phone, and the disputed amount is only £4.83, it could cost me more to wait in the queue than I'm disputing.
