Lucy, I realize your post is three years old, and you may have moved on to green pastures with another employer, but hopefully some Paypal employee will still see it. Since July of 2015, Paypal is a separate company from Ebay. Ebay should not be directing Paypal to withhold funds from sellers. It should also be noted that Paypal is not a merchandiser. When a seller accepts Paypal as a form of payment we are hiring you, Paypal, to do one job. We are hiring you to facilitate the transfer of funds from the buyers checking account or credit card to our, the sellers, Paypal account where we can then transfer the funds to our checking accounts or leave them on Paypal and use them ourselves. We, the seller, pay you, Paypal, a fee. Not Ebay and not the buyer. The only party you, Paypal, should be listening to is the us, the seller. You should not be taking orders from ebay and you should not be concerned about the buyer. This may all sound harsh, but its the truth. We are your client. We keep you in business. If everybody who is **bleep** off because of this practice went somewhere else, then what would happen to Paypal. Most likely their wouldn't be a Paypal anymore and you would have to file Chapter 11.
