I got everything working again after I disabled the Security Key (my phone) that I had recently set up and activated. Apparently the issue may have been because of a recent Paypal update that forces some users to log in TWICE, hence the redirect loop error claiming too many redirects. I have to pull up a different page in my history when that happens. (i feel this is the worst of em all) 1/3 of the time I have to log in a couple times (different looking log in pages, sometimes not) but this time I get the old version of the backend and have to click around before I am eventually taken to the new panel (I do like the new control panel so much)" In my case the redirect loop was 100% of the time instead of only a third of the time. So for anyone with two factor authorization set up in Paypal, disabling your security key may help. Which really sucks and may not be worth it for you.
