I ran into the exact same problem and here is what I did : (1) Call PayPal Support and asked the first tech support (who was extremely NOT knowledgeable on the matter) to re-direct my call to the "Compliance Department" (that's the departmet that sent me email with wrong upload instructions). (2) On-hold for 15-mins or so... waiting for the compliance department to pick up.... (3) Spoke to a very friendly guy who told me to go on this URL http://paypal.com/confirmcard (4) He said to ignore the fact that nothing on that page is about non-profit status verification, and just use the upload button there to complete my document upload... he stayed on the phone with me while I upload my first document, and told me that he saw the document showing up in my account record on his end (5) He also told me to send a follow up email to the complianec department after all the documents are uploaded to make sure they go process them So that's what I did, and am now waiting to hear back.... In case you found this process a bit unreliable (since you cannot really check to see if PayPal recieved your document or not, and there is no "reciept" of any kind to proof that you have uploaded the stuff) You may also want to consider using fax... I found something useful for that as well: At the bottom of this page http://paypal.com/confirmcard is a link to "Fax your documents", click on it and you will see a very nice, pre-formatted fax coversheet with your account's barcode already printed on it... I would suggest printing this page out, correct the "Re:" entry to 501(c)(3) verification, and use it as your fax coversheet to make sure your documents get process correctly. Hope this help
