My case is even stranger, the seller provided a VALID Tracking Number but when I talked to the Italian Mail Service (I am based in Italy) I found out that it was for another delivery to a different recipient, different italian address of course.... The seller was then canceled from e-bay for some irregularities and I have never managed to reach out to him again. The sad part of the story is that Pay Pal never refunded the amount and closed the dispute stating that the seller was able to provide them a valid Tracking Number, so he was right. My takeaway is that it is enough to use a valid Tracking Number, doesn't matter whether it is for the right address or fake one, and you can easily commit a fraud. Is my assumption correct? C
