I have a dispute currently open and the seller knows he has to refund the money. But he says he cant refund the money because it's frozen while in despute. So he's asking me to cancel the dispute in order for him to give me the refund. I have zero experience in refunds from a selling point and don't know if this is true or not. Any advice? Can the dispute be raised again if he's lying? Do Paypal save the conversations in the resolution centre so that they can see he's advised me to cancel the dispute? I want the refund and I'd rather not wait another 2 weeks for Paypal to get involved, but I don't want to get stuck not being able to claim the refund because I've already cancelled it once.
