I need to know more about the seller protection: proof of delivery requirements. For international shipments. "An address for the recipient showing at least the city/state, city/country, or zip/postal code (or international equivalent)". The requirement has been that the "customer's city" must show up in the 'tracking number information' in particular when delivering from past experiences. Since carrier hubs are often different than the city it delivers to (DHL's tracking will show the carrier hub instead of the final delivery city) - this creates the potential for a seller to dispute it as lost regardless of receiving the package. Could this requirement for the city/state be explained more precise? I do not see the city being required specifically from the tracking number information (specifically) however it used to be worded as such. Does a Proof of Delivery instead account for fulfilling the need of the city requirement? Again, DHL's tracking number information will not always show the final destination city and only the nearby carrier hub instead.

How do I provide this 'correct address' information in a way that wont be declined by Paypal's seller protection, knowing paypal has often relied on only the tracking number as I've seen in the past? Much preferred is for proof of delivery to be enough valid information.
