I have had the exact same problem before as well as delt with a few variations of this issue over the years with Paypal. First thing, call the customer service line right away rather than keep trying to register it again. Many things can interfere with the process on our end - (routing number links to a variation of hosting bank name, block in your bank account settings, unsupported financial institute, variation in your name between paypal and bank) which are clarified for the customer support staff. I even had an account once which matched up exactly no matter how many times the CS rep rechecked it yet the system kept kicking it out. She was able to have management override the rejection after a simple email to my financial institute. One question for you: is the card you are linking pre-paid or any other nontraditional card? Lacking a proper financial institue is the only situation which MAY just be invalid. Again, check with CS. Good luck!
