Hi Becca, if you log into your PayPal account, then click Wallet, you have the option here to "add card" (same as your bank account) add your card details and you may have to confirm your password with visa or whoever your card is registered with. Then "change preference" on wallet page to "card". Then go back to home page and go through the withdrawal process, click withdraw to bank then on the next page, you should have the option to click on "card" as your preferred payment option. It's a pain, but easy once you have done it the first time. No doubt someone will soon show the process on YouTube as people will be very frustrated at having to wait.
