Does the notification bar state what needs to be resolved? I believe your account may not be fully verified if the issues are not all resolved. In this case though, it appears to be a website problem. It would be a good idea to send a message directly to PayPal through the Help Center. To send a message, click Contact Us at the bottom of the PayPal website when logged in. Then select "message us". From the PayPal Help Center: If you complete all of the steps and your account remains limited, it might be because: We need additional information from you. Check your emails to know exactly what information we need We have not finished our review of your case.
