Apparently, it can take up to 30 days. "We try to resolve cases within 30 days, but complex cases may take longer to investigate, deliver a final decision, release any funds and close the case." I have a similar issue with a dubious seller. Good luck. You can get very basic phones for almost nothing nowadays. This might keep you going until you have received your refund.

I have now received a case number via email. The dispute still does not show up in my Paypal account. What do I need to do now? Do I wait for the seller to respond? Do I have to escalate once more within 20 days? How long should I wait to do that? It has been almost a month ago that I have ordered the item.

I have ordered an item via paypal. I have received a confirmation email from paypal with a receipt number but the item is not listed in the transaction history. I therefore can also not retrieve a transaction id. Unfortunately, the item has never arrived and the seller refuses to refund me. The website appears to be scam given no business details are provided. It is also listed by Web of Trust as a phishing website. Please let me know what I can do about it. Cheers.
