Hi, i "closed" my recent dispute as the seller has communicate to me to say he will refund the money I paid for an item which was not delivered on time - but he can't access the money I paid him. the refund is actually for the value of an alternative item i had to buy because he didn't reply or send the item after 10 days... The seller is communicating with me directly, no problem. But: 1) the seller is saying that my payment to them is still frozen, so they can't refund me the money that we agreed. The money has gone out of my account to paypal however. And 2) Paypal just sent me a message about this dispute, suggesting that it hasn't been marked as resolved. Please advise. there is inadequate or not easily accessible guidance for this. E.g. a button you can click which says "issue resolved - "closed" implies resolved but doesn't seem to be the same thing according to our system. Am i being hoodwinked or can the seller really not access the funds that were taken from my account - even though he has shipped the item that was delayed...
