Thanks for the reply kernowlass. Okay, so in my utter despair and frustration I left out a few details. Despite having the tracking information, I have not had a chance to upload it. All I uploaded was the tracking number which showed that it had been signed for. However, I later discovered that they also want me to scan the postal reciept and upload that. However, when I go to the appeal option and select the thing to provide tracking information it won't let me...perhaps because I've already put my tracking number in? Other important details are that I was incredibly stupid and sold this item to someone in Azerbaijan. So communication has been somewhat stilted and I cannot decipher whether he has poor grasp of English or is purposefully being awkward because he is conning me. His location also makes the small claims court threat a bit impotent. I have tried calling paypal...got through to someone, but apparently their claims department closes earlier and was told to call back tomorrow. In my emails from Paypal I was told that I had 10 days to provide evidence. The case was decided and closed within 24 hours! I don't have £200 to lose. I'm just a student who sold their lovely new mobile phone upgrade because I have no money. If I have proof of postage, a tracking number to say it was delivered to the right address and signed for...surely I am covered?
