My apologies if this has been addressed already--I looked but didn't find the same issue. In the past 2 weeks, I have had 4 separate customers try to pay a PayPal invoice with a credit card--not with a PayPal account. My account IS configured to accept payments without the customer being required to login to a PayPal account (the “PayPal Account Optional” setting is ON). The situations were as follows: 1. Customer had PayPal account but had not used it in a while and could not remember login information. When trying to pay via credit card, she received an error saying that PayPal could not verify her credit card--not a "declined" error. She eventually remembered her info and paid via her PayPal account. (This was a “request money” transaction—did not use the invoice feature, yet.) 2. Customer received same error as customer #1--did not want to establish a PayPal account so mailed a check. 3. A mutual friend gave me an email address for a customer--but it was not the one associated with her PayPal account. She tried to pay my PayPal invoice via her credit card but also received same error. She ended up logging in to her PayPal account and simply "sending money" without paying the invoice I had generated. And, that's fine because in the end, I have been paid and she receives her product--but harder to track sales without the actual invoice attached to the payment. 4. Customer receiving same message as others after trying both her credit card and her boyfriend's credit card and has emailed me asking for an alternate method of payment. Additionally, at work, I tried to pay a PayPal invoice with our company credit card and received the same error as my customers have. The invoice I was trying to pay was to an organization we have previously paid via this method and with the same credit card. In the end, my manager logged into her PayPal account and temporarily added the company credit card to the account so she could pay the invoice. After the first couple of times, I figured this was a temporary PayPal issue with the option to pay without logging into PayPal. However, since my customers are still having problems, I’m wondering how “temporary” the problem is. Also, since I experienced the same issue on the paying end of a transaction, I doubt that my customers’ issues are related to any settings that I may have incorrectly managed on my account.
