Yup, and I certainly do use Interac whenever possible, as well as my own bank's equivalent to PayPal's echeque as previously noted. In some cases, however, such as the eBay-PayPal corporate combination in particular, PayPal is the only available payment option. That's where any transfer delays really do add the most insult to injury. Anyhow, if it does, in fact, involve PayPal's "bottom line" profitability at the expense of us users of Canadian banking services, I don't expect that any complaints about it here are likely to have any real impact. So, in the circumstances, I've asked Canada's Minister of Industry (who happens to be my MP) to initiate an investigation on my behalf under the relevant trade practices legislation. I've also suggested to him that, if self-induced delay and withholding chicanery (if that's what this is) isn't currently regulated under Canadian law, perhaps it should be.
