Do you mean a e-check bounces or the buyer files a bank chargeback? e-Check the check will bounce. You're not supposed to hand over goods until a e-check clears likea normal check. If it's a bank chargeback then the bank conducts the investigation. You are covered by eBay and PayPal if you fulfill their protection criteria.

PayPal has always taken 3-4 days to add bank funds. I just went through the "Add Funds" process and there's a line of text: "You are about to add funds via an electronic funds transfer from your bank account. This process takes 3-5 business days to complete." So there is a warning. You should try paying with credit card. If you're new to PayPal, I'd advise you not to use bank funds.

If you're not comfortable with it don't do it. For $500+ PayPal transactions or more that aren't covered by PayPal seller protection means you have to protect yourself. This means getting the person's phone number, email verification, home address, and possibly even a photo ID and additional credentials. You shouldn't accept PP from anyone without talking to an expert first outside of eBay or you will get scammed.

I'd just refund the entire amount and tell them PayPal charged me $0.30 for your mistake. 😞 Just leave it like that. No big deal. In the future, you can change your settings so you don't accept any payment unless it comes with a confirmed address. That might help.

PayPal usually sides with the buyer because if they don't, the buyer might chargeback. This is paid by the seller if he has funds, but if the seller doesn't pay then PayPal takes the loss.

Well if you answer your private questions that's good enough to login really. Since if something happens to your key, then you won't be able to login. So I'd consider it more like "You'll be required to use your PayPal Security Key when you login or you will be required to answer your private question to login"

On the contrary, if the person files an unauthorized and isn't stupid about it, the seller usually loses. Seller has no evidence virtual goods were delivered and I've heard buyers saying their kid used their PayPal account and won that way. This is why you have to protect yourself from these scammers. They may also prepare for this and log in a different IP address to trick PayPal into thinking it was unauthorized access.
