Short version: I have a pretty good idea that a person has multiple eBay/Paypal accounts, and I want to know how to report him/her to eBay/Paypal to get them shut down. Long version: I won two auctions for a seller that only accepts ProPay. (Don't worry, it comes back to Paypal later). I thought this suspicious, but didn't worry about it too much. I attempted to pay but got a glitch when redirected to ProPay via eBay. I sent the seller a message, he said to try again with the existing invoice. That led me to a page where eBay thinks I've already paid so it won't redirect me to ProPay anymore. I google this glitch, turns out the solution is for the seller to send a direct invoice through ProPay. No problem, I think. I message the seller and ask him to send me an invoice. The next day I see that the seller has re-listed my two items on 24 hour auctions. So I try to bid (thinking maybe if I pay seperate it won't glitch?) but he's blocked me. At this point, its clear something weird is going on, so I figure I'll just leave him negative feedback and walk away. Clearly he got miffed that I left him negative feedback, as within 10 mins a zero feedback shill account buys 2 items from me and pays via paypal immediately. The items are not normally things one person would buy both of (long story) so I suspect the sale. I cancel it within ebay, and paypal auto-refunds the buyer. I then send a message (within ebay) to the shill account saying something like "I don't know why you didn't just send me the propay invoice, I did want the items. Please don't mess with my listings anymore" He immediately replies via the original account "I'll get ya! ;)" Clearly both accounts are being used by the same person. At that point, I pull up the paypal payment that has been refunded and google the address: it does'nt exist. Yet the address is "verified" by paypal. Its also apparent somthing slimy is going on because the listings were ProPay only, yet he does have a "verified" paypal account... Anyway, I called ebay to report the multiple accounts, but you know their customer service people, sometimes they're less than helpful. Strangely, both of my negative feedbacks were miraculously removed from eBay... I thought getting feedback removed was next to impossible? I would just like to know how I can report this "verified" account (and all the associated info) to Paypal to try to shut this seller/shill buyer down, so I don't have to deal with more fake buyers buying up my listings in the future. Does anyone have an email/phone # for Paypal's fraud dept? Or how to get ahold of them? Within both eBay and Paypal's "help/contact" pages there's not really a way to report this situation. Its all based on fake items, or if someone fraudulently used your account. Any help would be appriciated.
