I mailed a package on 1/11/12 and the buyer entered a dispute claiming they did not receive the item. I have an insurance receipt and a printout from USPS shwing it's been accepted into the postal service. PayPal refunded money to the buyer and won't accept my proof. I can't make an insurance claim for 21 days and can't protest PayPal's decision without a Delivery confirmation #. What is my recourse?
