On November 1st, 2009 I purchase a CNC Router from Bill Johnson of NCNC Automation based in Vevay Indiana. On 11/22/09 I purchased the software to run the machine and on 11/29/09 I purchased an add on option just before the expected 12/13/09 delivery of the machine. All of these purchases were made with PayPal and amounted to a substantial sum. I was told on December 11th that the machine would be delayed slightly because Mr. Johnson had an family emergency he needed to attend to in Texas and that my machine would be a week late. On 12/22 I received an e-mail from Mr. Johnson stating (in his words) : " Due to an enexpected turn of events PCnC Automation has experienced a delay that has set my company off schedule approximitly 4 weeks. Please rest assured that I have put systems in place to rectify this delay. Please know that YOU WILL recieve yor machine approximitly ( if not sooner ) 4 weeks from the original due date. I understand your concerns and appriciate yor patience." Since 12/22, Mr. Johnson has not answered one of my numerous e-mails (nor those of five other customers who also paid for their machines). However, he has replied to individuals who contacted him inquiring about buying a new machine as late as 1/4/10 saying that everything was under control and that they could buy a machine and have it delivered in 6 weeks or less. Today I tried to file three claims for the three transactions I had sending money thru PayPal to Mr. Johnson (83H60974A0372142R , 9D635217M0172735E , 5G207557JS891581R) but only the last purchase fell within the 45 day limit from the time of the payment and for that I got a claim number of PP-873-711-631 . I feel that in this case the 45 day limit is very unreasonable given the custom made nature of the machine being ordered and the 6 week lead time that is given. I believe that PayPal is playing into the hands of fraudulent dealers who can give a lead time of 6 weeks on a custom made machine (which is a reasonable timeframe) but allows only three days for you to realize that something could have gone wrong and file a claim while the dealer delays answering and stings you along. I want to know what recourse PayPal members have to right the wrongs done by this dealer? I don't believe the claims process is reasonable when paying for a custom made item like in this case and will certainly think twice about using it in ANY future dealings if I don't get help from PayPal in recovering my lost funds.
