Dear Customer, You are absolutely right that if you have paid using the PayPal Account for your ebay payment, then the seller should be able to refund it using the same transaction history. If the seller prefers to NOT use the refund and just Send you money (perphas equal to your payment amount) , then it makes sense that he asks your email. Your understanding on the fact that Bank Funded transaction refund would end up landing in the PayPal balance and NOT into the Bank directly is CORRECT.
There are many possibilities for you not seeing the refund into the PayPal balance and following are few:
1) The seller might have used his/her bank account to refund the transaction. In this case you should be seeing the refund transaction in the Transaction History as "PENDING". If that the case, you have to wait till the seller's bank txn is cleared.
2) The seller might have offered you the refund and you might see a button something like "Accept Refund".

Hello there,
If the payment you have done is using a Bank Account and if your seller/receipient have refunded you, then the money goes to the PayPal Balance which you can see in the "Account Overview" page of your PayPal Account.
If you want to offset the negative balance in your Bank, all you need to do is to Withdraw the PayPal Balance into your bank account which will take 3-4 working days and the money would land into your Bank account.
