I got the same message. I called PayPal and I was told that I am ineligible. The support representative did not tell me why I am ineligible and did not have any advice on how I can resolve the situation. Other people in this forum seem to have the same problem for years. Looks like they really don't want people to use their service. I'll try Square and Stripe instead, and I recommend other people to do the same thing.
