PayPal uses a totally different systems to complete your transactions. Contacting the bank actually gives you true information, just keep in mind that PayPal got lots of transactions to take care of, so you're basically in a line, when you're turn is on, you'll get the money into your PayPal account, safe and smoothly.

You can always use currency converters around the internet. Just careful because some of the websites are not up-to-date and may not give you the exact amount.

I really cannot believe it whats the point of 'scamming', there's a end for everything. - Highly recommended to confirm a call with the buyer and seller, and do not be afraid to open cases against sellers if they attempt a scam on you.

You cannot say 'stole' because basically PayPal is a serious company, they might have mistakenly did that. Just contact their customer support, and they'll be happy to refund your money back, and keep you satisfied. Please re-confirm with their customer support.

If you're really feeling that the seller is not going to give you your time, keep the case open and do not close it until you receive a refund from the seller. Regarding "trying to cooperate with you", the seller might be giving out a invalid reason to avoid losing the case, just let the seller mention their phone number and confirm with him everything.
