Same thing happened to me. I sold something on ebay to a buyer in Italy. He did not want to pay the shipping cost for air mail - a method that gave a tracking number - and requested that I send it the cheaper method - surface mail. I informed him that this would not allow me or him to track the shipment and it would take upwards of 8weeks to reach him. He said he was fine with that. 7 weeks into the shipment he filed a claim with Paypal. I provided a receipt indicating I had shipped the item, the agreement between he and I indicating he wanted the cheaper / slower shipping, and a photo of the parcel addressed to him. That was all I had for proof that I had sent the item since CanadaPost dows not provide anything else when sending international parcels. Paypal ruled in favour of the buyer, so now i'm out the item AND the cost for the item and shipping! Ridiculous. I'm sure the item showed up, but as a result i've lost quite a bit of money and the only way to appeal the decision is to provide a tracking number which I don't have. As a result, I no longer sell items internationally. I emailed Paypal about it and let them know the decision was completely unfair, ESPECIALLY since the buyer did not have to provide any type of proof / evidence that he didn't get the item. What stops other people from just saying something they bought didn't show up and walking away with the purchase and getting a refund? Pretty ridiculous system, in my opinion.
