Sure they can hold you funds for good reasons. Are you a robot? I can write a letter saying anyone can put a bullet in my head, I give them permission to, go down to a notary, have it notarized and give it to the police department. A signed authorization for someone to murder me. Now...if someone murders me, does that notarized note I gave to the police to hold, giving my permission for someone to murder me automatically make my murder not a crime? Yeah, yeah...bottom line, PayPal is holding funds back from people for no sane reason, thus the assumption, and a pretty good one in my opinion, without all that legal mumbo jumbo 'stuff'. I like this idea. You know sometimes sacrifices have to be made to get a point across. If this method was employed in mass...PayPal would take note. When this first happened to me I naturally contacted the buyer and said 'can't send your item because PayPal has not cleared it'. Then I found out PayPal was doing this to almost everyone so I gave in like a little sheep and shipped my item without having the money 'in my hands', so to speak. This would hurt PayPal if everyone did it.
