I suppose they do that to cut down on the amount of customers that can afford to get help with their PayPal problems. A company this large should be required to have a toll-free number. This doesn't surprise me since they are owned by eBay, which after returning to several times, I am now 100% dedicated to boycotting their evil scam (IMHO that is what it is when they charge a listing fee, then a final value(commision) AND then they say, We are now PayPal and will take yet another percentage of the funds.) If you sell something, you are charged 3 times. listing, final value, and paypal percentage. Just like everything else, eBay has mutated into (insert whatever you shall here) Well I had better stop replying to these. It is only bumping my unanswered ? down the list. I'll fix that now. Peace.
