I haven't yet filed a claim with PayPal. I tried but the form required me to settle for cost + postage, which means I'd have to pay return postage and hope for the best in terms of the guy accepting the return before I got my refund. That's where I stopped and started checking other options. Since the guy has basically said "tough beans" I now wonder why he would accept the return package. If he has to sign for it in order for me to get my refund from PayPal, it's in his best interest to just refuse the package, keep his money (MY money) and call it done. Then I'm out the cost, the original postage + the return postage. I'd be better off just "giving in" to the crook and not doing anything more, except chocking it up to bad mistake and beign thankful it wasn't worse. But, I do appreciate your advice and I will accept your experience and wisdom in this affair since you obviously know what you're talking about. I will call PayPal and see what they say and then go from there. As a consumer, I have a right to say: Hey, I'm not getting satisfaction with PayPal, and to go to VISA. But, I will try first to get a "real person" at PayPal and give them a chance to fix the problem. Thanks again for the advice. I'll keep you posted. Oh, and just so you understand, I wasn't planning to ask BOTH PayPal and VISA to reimburse me, just tell VISA I was tired of hitting "non-people" walls with PayPal and could they intervene. I had already started writing the letter to VISA with a copy to PayPal so they would be in the loop. Maybe, if more people sought help from VISA then PayPal would make thier process more people friendly.
