Yes, main issue is that paypal does not have capacity to investigate issues, they do not care. It is impossible to contact them directly about it, not one is responsible and how to get a resukts of "investigation" is unknown. I put same complaint to AMEX and they ruled in my favour, but that was useless, as paypal still demanded money from me.
