https://www.paypal.com/us/cshelp/article/how-do-i-close-my-dispute-or-claim-help180   That needs to be read carefully.  If you initiated the dispute and cancel it, It would be as though you admitted the original charge was accurate.   If you just want it to end, then you will have to stick with it to the end.  Only PayPal can close a dispute by coming to a resolution or by the person who initiated the dispute choosing to cancel it.  Please note, if you are being asked for information and do not submit it, PayPal will most likely rule in the other persons favor.  They will only wait short period for requested information.  Once that period has passed, the claim will most likely be viewed in default and a ruling will be reached.  (probably not in your favor if you are the one that was being asked for more information.)   ... I tried again, they are asking for a delivery address this time to match it with what is in their system.  Auspost definetly has it as it is now logged into their system with a delivery address attached to it.   I would try to track it from your end again   ... View more

Have you tried going to PayPal.com, click "help" scroll down to "Contact us" clicking that and submitting your question there?  Not sure what you mean by a PayPal manager, but it appears that you were dealing with someone at PayPal and they quit answering emails.  PayPal support can assist you with what has happened with your account.  This is not PayPal support, this is peer to peer support.   ... I also noted @kernowlass , in his original statement he admits to having 2 paypal accounts.  That is strictly against PayPal's TOS.    @Dboomster wrote: Used xoom about 6 times transferring money from one account to another account using cards. Are you asking to have PayPal added to that county as a form of payment?  If so, that would be the responsibility of that county to add it.  PayPal can't just go into some random page and tell them, you are going to accept PayPal.  The customer Contra Costa County would have to initiate the business agreement with PayPal, set up an account, then add the ability to accept PayPal to their website.    If this is not what you were asking, please disregard this post.   ... This is not customer service/  This is peer to peer help.  customer service is ONLY through paypal.com.  Click "help" scroll down to "contact us" click that and submit your information there.  They will be better able to answer you there.   ... View more

Need a bit more information so someone can reply to you with the exact info.   Ring fencing = setting aside a certain percentage of the funds within the account that can not be touched. This percentage may be set into other accounts or funds that are not accessible to the account. In effect hiding the funds from such events as bankruptcy, lawsuits ETC.  This is the standard definition of Ring Fencing, but is this what you are asking about or is your definition different.   As far as I know, PayPal doesn't offer ring fencing in that definition.  You can cash out to your bank account at any time you wish as long as it is linked.  But setting aside a reserved amount that is untouchable is not (to my understanding) a service that PayPal offers.   PayPal is bound by international laws to any and all countries it does business in.  So I would imagine that any question submitted by a verified legal representative of any country would be complied with.   This is just a guess, but I would ask PayPal support directly as they could advise you 100% better.  I googled PayPal and Ring Fence and got nothing.  I did get several pages on how to hide finances in different places that were untraceable, or at least very hard to trace.    PayPal.com click "help" scroll down to "contact Us" and submit your question there.   ... My Bad, appears my math got flagged as a phone number.  I thought I used the $, but I may have missed one.  What I meant was this:   1880 KZT = 4 dollars nineteen cents USD.  USD $4.19 + USD $10 = USD $14.19.  USD $14.19 is more than the USD $13.44 currently in the account.  Hopefully this math makes it passed the silly sensor bot. 8{()   ... There is a minimum withdrawal of $10.  Since your funds are in American funds, the withdrawal + currency conversion fees Exceed the amount in the account.    The 1880 KZT = 4.19 abou[Removed. Phone #s not permitted]20.  $14.20 > the $13.44 in the account.  That is my guess as to why it is being denied.    However, that is just a guess.  Go to PayPal.com, login, click "help" scroll down to "contact us".  They will give you the exact reason as to why.  This is peer to peer help, not PayPal support.   ...
