I bought an item from an online marketplace from abroad, for approximately 140 EUR. The seller provided me with a 'UA' tracking number, and it has been almost 2 months with no news or sight of the delivery. After requesting the seller to initiate an inquiry, the courier is unable to track the shipment any longer. Can I still request a refund through PayPal's Buyer Protection scheme or will my request be void since the seller has provided me with a tracking number?
