I had the exact same problem but with an extra little cherry on top: My browser (Safari) generated a password for me but did not save it (crazy right?). So I tried to click "Forgot Password" but there, as soon as I type my email and click next, I get a page that says "We could not confirm it's you": So I tried calling on the phone but my issue was of course not in the possible option with the lovely robot and I wasn't able to speak to a human. I tried "I want to speak to a human" twice then I get the step where I have to press "3" because it's a different issue then I got "We cannot process your inquiry by phone". Now I have an account at Paypal US with my Slovenian business email, I can never delete that account (which btw, is in breach of GDPR) and therefore, I can never use that email to open my account at Paypal Slovenia. It's super frustrating but I think my only solution now is to pay my domain provider for extra email accounts... or can someone help me? @PayPal_JonK are you still around?
