I live in Illinois. a legal online betting state. I've tried 4 different gambling sites that say they accept PayPal however each transaction was declined due to " international regulations ". When I contacted paypal the representative said there was no way for paypal to verify I was attempting the transaction from a legal state. He acknowledged that Illinois is a legal state and the transaction should have gone through. All of the betting sites help sites say it happens frequently with PayPal .
