Looks like this was the issue, my friend for some reason had her account marked as business without realizing it. Support was able to help her get that switched and I could "send to a friend" again. I wish the UI made this change more obvious.

I am trying to send money to a friend, whom I have sent money to through PayPal a number of times (most recently a week ago), but now today I only have the option for "Paying for an item or service" instead of having the choice between that and "Sending to a friend." We're both in the United States, and have been able to send money successfully many times. Any ideas?
