I'm a secondary user and my employer has tried to do the same as you; give me permission to make supplier payments. After a month of offering pointless solutions about asking suppliers to send manual invoices instead (as if Eventbrite or any other big company would accommodate that), confirming telephone and email addresses etc., I've now been told straight out by Paypal support that only the primary account owner can make payments through third party sites. It's very difficult to understand Paypal's logic here. I can log in to Paypal directly and initiate a $10,000 payment to one supplier but, for a second supplier, if I log into their account and place an order Paypal blocks me from making a $50 payment. To heap on the irony, Paypal wouldn't allow me to log in to Paypal Community using my user ID as a secondary user on our business account. Apparently that is a privilege for primary business users only. I had to go to another browser and log in using my personal account to post this reply.
