same issue, also Canadian. My bank account is confirmed and I have successfully been able to purchase with my bank through paypal without issue, however there is quite a delay. and I can't make multiple purchases - I have reason to believe this "accept Mandate" error is preventing me from being able to complete more than one transaction a day (cant complete new transaction until the previous transaction processes in my bank account) - even though my account is confirmed and should have no limit on it. Tried checking my emails - no mandate notice tried checking with my bank - no error or notifications regarding paypal tried looking on desktop paypal website - the accept mandate error doesn't even show up. It's only on my mobile app wallet where I see this error , with no way to clear it or look into further.
