From what you just said they do charge higher for an unverified payment address., or at least that is my impression based on what I have experienced and what you posted. I agree PayPal should spell out the fees a bit clearer. Basically Fees are pretty simple 2.9% + $0.30 per transaction and if you scroll down to the bottom of any page you will see the fees link at the bottom. But what puzzles me is the schedule does not spell out different fees for (verified)and (unverified) addresses. You don't find this information out until after the transaction has processed, or at least your lead to believe this once you see it in your history. I don't think it is a matter of finding the fee schedule it is a matter of spelling out clearly what your going to be charged, and if they say your going to be charged the fee that is spelled out, they should charge only THAT no matter if the address is verified or not. By your sales if they addresses and funds were Local currency then you should have been charged $1.37 for the first one and $1.44 for the second one. So where they cam up with the extra $.50 I'm not sure. Must be NEW math.
