I've been having the same problem that just started a month ago. I spoke with one representative and they said that my account was charged based on the currency that my credit card was set up in....I thought that was weird because I have a Canadian card and they were charging me in Euros. They told me I had to phone the bank and ask why this was going on so I phoned the bank...bank said they can't pay anything other than Canadian so I phoned Pay Pal back and got a different representative. This rep told me that the vendors were charging me in Euros and that this is how they charge their customers through PayPal...which was also weird because two of the companies I bought from were charging invoices in Canadian and one was charging in USD. So I said fine and told them there was no point of using PayPal since I get charged more. He told me just to phone each time and they would refund the difference...no thanks...I said I wouldn't use the service anymore and that was the end of the conversation...the rep just phoned me back and said they changed a setting on my account and now I would be charged Canadian. That's all I wanted from the beginning...
