I was scammed. I purchased a bicycle and they claim is was delivered. They have proof of something being delivered but it wasn't to my address but a nearby city. A package was delivered to a mailbox and apparently the bicycle fit in it just fine. Here is how the scam works. They advertise a product and then ship something to a bogus address in a nearby city and then show proof it was deleivered. They get paid and you get billed by Paypal. When you dispute it to paypal they deny it based on proof from the vendor that what you ordered was delivered even though they cannot produce proof of where or what was delivered. The email address of the seller no longer works so there is no way to contact them, but apparently paypal has no problem doing so because they cite the seller showing proof of delivery. I will no longer be using Paypal for purchases like these except through known major compnies who allow paypal transactions. Which also accept standard credit cards.
