What if the old card doesn't belong to the same account? But instead, the card has a different one? Either way, the old card account is still there and accessible by me, even though the card has expired, but my bank has confirmed that nothing was received even though Paypal has provided the reference number. The bank claimed that nor they nor the card issuer have received funds with that reference number! @kernowlass

@PanKavalieratos @ScottHensman @Haiti954 If you go to the 'Help & Contact' icon on the PayPal website. Then if you click the 'Contact Us' link at the bottom of the page. From here, if you click the 'Password and Account Access' option, then 'Login Problems'. On the next page, you will see a 'Call Us' option. You do not need to be logged in to use this feature.

@Lasgidi10 The option to receive paypal payments is sadly not available in Nigeria so you would not have a balance. You can only send payments for purchases funded by your (confirmed) credit card. Paypal varies a lot country to country and can only offer the services that the banks / governments of that country allow it to offer. @waitno01 Sorry @Haiti954 is giving you wrong advice. You should be able to add another bank account after the 180 days are up and you get the PayPal email stating you can withdraw any funds in your account. However sometimes you hit problems so you may need to contact customer services to help you add one.

@Haiti954 Wrong advice again. @evaevie As long as you removed it from the closed account you can add it to a new account as long as you haven't added it 8 times in total to any PayPal accounts that have been opened then closed. Allow 72 hours before trying to re add it and clear cookies/cache. If still can't add contact customer services and they can add it for you. They can also remove any cards from closed accounts if you forgot to remove any.
