This has now been resolved. I had to contact PayPal and talk to a real person. There are companies out there that will use a tracking number for a different package that shows delivery in the same city as you. So if you plug in the number to any tracking site it will show delivery in the "right" city, but will not show an address. This then requires you to call the delivery company and verify the name and address are NOT associated with you. After that, you then must CALL PayPal's help center to lodge a complaint and ask them to verify with the delivery company, and then PayPal will take it from there.
