For return shipping refunds, it's relatively straight forward when you pay for shipping, create a shipping label, and take the item to the post office. But will Paypal offer repaying your return shipping costs when the retailer is only going to charge you the shipping by refunding you LESS on receipt of the returned merchandise and what it was worth? So, a shirt is 20 dollars, shipping was 5, the store will charge YOU the 5 but only when they get the shirt back and refund you only 15 to charge you shipping. Will Paypal be willing to give you those 5 back? What do you show to prove that charge when a store never gives you a receipt stating "5 dollars not given back to cover shipping". They usually only send you back the final refund amount because they said elsewhere that they remove it from the refund.
