I have the same issue, I refunded the buyer because he filed a complaint the same day I charged him for a service that I have a signed contract for, then a week later he filed a dispute with his credit card company and PayPal reversed his payment again after I allready refunded him making my PayPal balance negative. I have tried to file a complaint in the resolution center but they will not allow me to. I am very angry. I can't get anybody from PayPal to assist. This is **bleep**
