Welcome to the PayPal Community! Sorry to hear you're running into some issues with a recent transaction. Normally, if the funds state waiting for you, it may be in an unclaimed status. In that case you may not see a Refund button but you may see "Accept" or "Cancel". If you don't see either of those options, I'd recommend reaching out to our Customer Support teams for further assistance.
