Payments are being declined, but showing up as pending and cannot cancel payment, merchants are saying the order did not go through because the payment has been declined, my bank is saying they are waiting for PayPal to complete the transaction and the payment is pending. The resolution center throws me into a loop saying the payment cannot be cancelled and refer to the user agreement, then tells me to go to the resolution center which tells me the payment cannot be cancelled. The message center just sits there with no response for hours. Cannot find an phone number to call, cannot find an email, maybe the forum will help, but I doubt it.
