I'm sorry to hear that your transfer was denied. There are two common reasons debit card transfers are denied. You may have reached the bank's transfer limit, or our system is worried that you're the one making the transfer. To find out what happened, I recommend contacting Customer Support. You can reach Customer Support by clicking 'Contact' at the bottom of any PayPal website. Support is also available through Facebook Private Message or Twitter Direct Message.

I'm sorry to hear that your transfer is taking longer than normal. As long as the payment reflects a 'complete' status, then the money has successfully left the PayPal system. After that, the processing time depends on your bank. If your payment needed to be reviewed before the transfer, you would have received an email with more information.
