EDIT - Solved. Finally released the money after calling and explaining that I confirmed receipt and it was in-person. Hello all, I purchased a smartphone in-person from someone nearby. After I examined the phone and agreed to the sale, I paid them with PayPal. However, the funds are still on hold 48 hours later. The seller has put in the details that there was no tracking and I have received the item. I have confirmed receipt with PayPal -- yet PayPal is still holding the funds. I have called PayPal and have been told the funds can be held for 21 days. This is unbelievable and unacceptable. I do not understand if I am happy and the seller is happy why PayPal is holding the funds. At this point, I wished I had just paid cash. I am willing to have the transaction canceled and to just bring them the cash. Can the seller refund my payment or cancel the transaction on their end? Is there something we can do to get out of this PayPal "On Hold" nightmare? It's been two days of pure frustration.
